VA Assessing the Innovation Performance of the EU Member States

The European Innovation Scoreboard (EIS) and the Regional Innovation Scoreboard (RIS) aim to provide a comparative assessment of the innovation performance of the EU Member States and the relative strengths and weaknesses of the innovation systems. As such, it serves as an evidence base for European, national, and innovation practitioners who can directly consult the reports, interactive online tool and check the raw data. In addition, the composite indices are designed to provide concise, policy-relevant guides about complex, multi-faceted systems which inform about the situation and its evolution and enable benchmarking.

Happy to announce that our Visionary team, together with Technopolis Group and Old Continent, is working on a project commissioned by DG RTD and led by EFIS, titled “European Innovation Scoreboard (EIS) and the Regional Innovation Scoreboard (RIS) 2024 – 2027”.

The evaluation aims to assess the interim progress of the Programme by analysing both planned and implemented activities. Based on this analysis, recommendations will be made to enhance the programme implementation, taking into account the evaluation results and any identified risks that could impact the program’s success.

Visionary Analytics is responsible for the following activities:

  • Production of the 2025 edition of the Regional Innovation Scoreboard (RIS), which is a regional extension of the EIS.
  • Exploratory study to explore how the EIS can best tackle the link between economic and industrial resilience and the performance of innovation systems. This study includes a literature review, two expert workshops, development of a conceptual framework linking resilience and innovation performance, identification and testing of relevant indicators for use in the EIS.

The project is expected to be finished by February 2026.
