The Millennium Schools Programme aims to establish high-standard, comprehensive learning environments and eliminate the achievement gap in every municipality across Lithuania. The program envisions a future where every child in Lithuania has the opportunity to study in an open and modern school. This will be achieved through a consistent and gradual modernization of all Lithuanian schools. There are 5 areas of investment:

- Continuous professional development for teachers and school leaders
- Accessibility of municipality’s educational resources
- Educational activities for students and school communities
Happy to announce that our Visionary team is working on a study commissioned by the Ministry of Education, Science and Sport of Lithuania titled “Evaluation of the Millennium Schools’ Programme Implementation”. The purpose of the evaluation is to assess the interim progress of the Millennium Schools’ Programme (MSP) implementation through the analysis of the planned and implemented activities and to make recommendations for further improvements in the implementation of the programme, considering the results of the evaluation and the risks identified in relation to the programme’s success and implementation.
These objectives will be achieved through the evaluation:
- To assess the relevance, sufficiency, coherence and effectiveness of the activities of the MSP in achieving the objectives and targets set for the MSP.
- To assess the process (challenges, opportunities) and risks associated with the activities implemented and planned in the MSP to date.
- Based on the results of the evaluation, provide conclusions and recommendations on: 1) the implementation of the programme (relevance, sufficiency, coherence, effectiveness of activities); 2) the management of the risks of the programme, taking into account the identified risks to the implementation of the current and planned activities.
The evaluation methodology includes analysis of primary and secondary sources, exploratory interviews, two surveys (of municipalities and schools participating in the MSP), case studies and two focused group discussions (of municipalities and schools participating in the MSP). The data collected is analysed according to the theory of change, using intervention logic analysis, contribution analysis, meta-analysis of the collected information and expert judgment.
The project is expected to be finished by December 2024.
